State v. Ms. H (DMC No. 18240) – Felony Illegally Conducting an Enterprise, and Felony Owning a House of Prostitution – Not Charged/”Turned Down” by the Arizona Attorney General’s Office – Glendale Police Department Investigated (IR No. 20XX-XXXXX0 and IR No. 20XX-XXXXX5)
The Glendale Police Department received a call from a citizen who claimed that they stopped by a massage parlor simply to get a “normal massage.” The caller stated that while he was there, an “Asian man” took him in the back and told him that “if he wanted his genitals touched, it would be $60”, and “the full thing would cost $120”. The citizen told him he just wanted a regular massage, and he had replied “don’t worry, the girl will take care of you”. When the girl came in for the massage, she told him to strip off all his clothing (including his underwear), and that’s when the citizen became alarmed and left. He then called the Police.
The Detectives asked if they could identify the Asian man, the Asian female who came into the room, and an older Asian female who was out front. After he provided descriptions, an Undercover Detective was sent in as a “decoy operation”. The Detective went into the massage room, and he provided $40, which was the fee for a normal massage. Once he was there, the Detective stated that the woman who was giving him a massage was almost touching his genitalia. The Detective then initiated conversation by saying “is there anything extra you can do for me”, and to which the masseuse said “what do you want?”. The Detective then stated “what about a blowjob, and how much”. The masseuse allegedly responded “$150”. At that point the Detective left, and said he’d be back later.
Next, there was then a police “raid” conducted, and not only the masseuse, but the other people working at the massage parlor were Arrested. As the Search Warrant was being executed, they took towels, pillowcases, iPhones, and other items for testing. It was at this time that Ms. H secured the services of DM Cantor.
We immediately obtained all copies of the Police Reports, we asked for the results of the testing on any of the items seized. The Detective in the case was convinced that this was a House of Prostitution, due to the fact that a Glad air spray can was taken into evidence, which had a screw off bottom and contained condoms.
When the results came back that none of the pillowcases or towels came back with any traces of semen, we then pointed out that it was possible the individual masseuse was the one who was running her own prostitution activities on the side without the Ms. H’s knowledge. That, combined with the fact there is no admissions by Ms. H, and the alleged prostitute did not say she was in business with Ms. H, we were able to get the case “Shut Down.” If Ms. H had been Charged, she could have lost all 3 of her massage parlor businesses, and she could have spent Years in Prison.
